The Reality of Running the Common Conditions Service

The Common Conditions Service represents a major step forward for community pharmacy in Ireland, expanding the clinical role of pharmacists and improving patient access to care. In practice, however, many pharmacies are delivering this additional service without any increase in staffing or protected clinical time. The result is a growing gap between the ambition of CCS and the day-to-day reality on the pharmacy floor.

Each CCS consultation brings a defined set of responsibilities that sit alongside existing dispensing, supervision, and patient-facing duties. Before a consultation even begins, eligibility must be confirmed and the appropriate pathway selected. The pharmacist must then follow the national clinical protocol, make a professional assessment, document the outcome, and ensure a complete record is retained for audit and reporting purposes. When this process is repeated multiple times each week, the cumulative administrative burden becomes significant.

For teams already operating under pressure, handling CCS consultations manually can disrupt workflow and increase reliance on workarounds such as paper forms, duplicated data entry, or fragmented records across systems. These inefficiencies do not just affect productivity; they also introduce risk. CCS operates within a tightly regulated framework, requiring consistent documentation, secure handling of patient health data under GDPR, and records that stand up to HSE reporting and regulatory review.

Recognising these challenges, Refill Assistant is finalising a dedicated product to support CCS consultations in a practical, pharmacy-led way. The focus is on reducing administrative burden, standardising documentation, and supporting pharmacists to deliver CCS efficiently within existing teams and working hours.

The challenge for pharmacy owners is not whether CCS should be offered — the clinical and professional value is clear — but how it can be delivered sustainably by the same team, in the same hours, without compromising patient care or staff wellbeing. Pharmacies that succeed with CCS are those that recognise early that clinical services require structured processes, clear documentation, and systems that reduce, rather than add to, workload.

Looking Ahead……

Refill Assistant is currently finalising its CCS Consultation Hub, with availability planned for end of February 2026. The product has been designed specifically to support pharmacies delivering the Common Conditions Service with existing teams and workflows.

At launch, pharmacies will be able to choose from structured intake form options aligned with the IPU Patient Assessment Framework (PAF) and IIOP training, ensuring consultations are consistent with national guidance and professional standards from day one. This allows pharmacists to capture the right information upfront while maintaining clinical autonomy and audit-ready records.

Further enhancements are planned throughout 2026, including advanced patient screening features to help identify eligibility, exclusion criteria, and appropriate referral pathways earlier in the process. These developments are focused on reducing manual checks, improving consistency, and supporting safe, efficient delivery of CCS as service volumes grow.
